1. 中化國(guó)際招標(biāo)有限責(zé)任公司（招標(biāo)機(jī)構(gòu)）受青海鹽湖鎂業(yè)有限公司（招標(biāo)人）委托，以國(guó)際競(jìng)爭(zhēng)性招標(biāo)方式邀請(qǐng)合格投標(biāo)人提交密封投標(biāo)。

2. 招標(biāo)產(chǎn)品的名稱(chēng)、數(shù)量及主要技術(shù)要求：

螺桿式空氣壓縮機(jī) 2臺(tái)

主要技術(shù)要求：

*4.1.3.2排氣流量（m3/h）：2800～8400（已考慮當(dāng)?shù)睾０涡拚禂?shù)。投標(biāo)方壓縮機(jī)性能必須滿足青海察爾汗地區(qū)氣象條件下該參數(shù)要求。）

*4.1.3.3排氣壓力MPa（G）：0.85 (投標(biāo)方壓縮機(jī)性能必須滿足青海察爾汗地區(qū)氣象條件下該參數(shù)要求）

*4.1.3.5排氣含油量: 100%無(wú)油

*4.1.3.6流量調(diào)節(jié)范圍(%):30-100%

*5.1.1.23水冷式冷卻器采用管殼式冷卻器。采用優(yōu)質(zhì)R249防腐蝕不銹鋼管束和管板，無(wú)腐蝕，星形鋁翅片需經(jīng)過(guò)陽(yáng)極化處理。

*3. 投標(biāo)人資格和業(yè)績(jī)要求：

(1) 投標(biāo)人必須是制造商或與制造商屬同一集團(tuán)的銷(xiāo)售公司（銷(xiāo)售公司須提供授權(quán)證明文件，制造商、銷(xiāo)售公司雙方簽字、蓋章）；

(2) 投標(biāo)人注冊(cè)資金須不低于150萬(wàn)美元或等值貨幣，并提供營(yíng)業(yè)執(zhí)照復(fù)印件（如為貿(mào)易商，須同時(shí)提供貿(mào)易商與制造商的資質(zhì)證書(shū)。復(fù)印件須由投標(biāo)人代表簽字或蓋章，如投標(biāo)人注冊(cè)資金為非美元的，將以開(kāi)標(biāo)當(dāng)日中國(guó)銀行總行首次發(fā)布的外幣對(duì)人民幣的賣(mài)出價(jià)進(jìn)行折算）；

(3) 投標(biāo)產(chǎn)品在國(guó)內(nèi)外具有的運(yùn)行時(shí)間在36個(gè)月（含）以上、類(lèi)似規(guī)模的設(shè)備的運(yùn)行業(yè)績(jī)不少于10臺(tái)。投標(biāo)人須在投標(biāo)文件中提供業(yè)績(jī)清單（包括用戶名稱(chēng)、聯(lián)系方式（中國(guó)用戶）、購(gòu)置時(shí)間、設(shè)備型號(hào)、產(chǎn)量、用途、投用時(shí)間等信息），并提供能夠證明其銷(xiāo)售情況的書(shū)面材料（包括但不限于合同、最終用戶的運(yùn)行證明及考核驗(yàn)收證書(shū)復(fù)印件，并由投標(biāo)人代表簽字或蓋章，否則不予認(rèn)可）；

(4) 投標(biāo)人銀行資信情況良好，須提供其開(kāi)立基本賬戶的銀行在開(kāi)標(biāo)日前三個(gè)月內(nèi)開(kāi)具的資信證明的原件或該原件的復(fù)印件（如為貿(mào)易商，須同時(shí)提供貿(mào)易商與制造商的資信證明）。國(guó)內(nèi)投標(biāo)人（除港、澳、臺(tái)地區(qū)）還須提供中國(guó)人民銀行營(yíng)業(yè)管理部出具的銀行基本賬戶開(kāi)戶許可證復(fù)印件（復(fù)印件須由投標(biāo)人代表簽字或蓋章）；

(5) 投標(biāo)產(chǎn)品的制造商須具備完善的質(zhì)量控制體系，須提供制造商的ISO9001質(zhì)量體系或其他等效體系的認(rèn)證證書(shū)（復(fù)印件須由投標(biāo)人代表簽字或蓋章）；

(6) 按招標(biāo)文件的格式和內(nèi)容提供制造商對(duì)產(chǎn)品質(zhì)量保證和售后服務(wù)的承諾函；

(7) CCC證明（如適用）。

4. 有興趣的制造商或貿(mào)易商可從中化國(guó)際招標(biāo)有限責(zé)任公司得到進(jìn)一步的信息和查閱招標(biāo)文件。

5. 有興趣的制造商或貿(mào)易商可于2012年7月30日至2012年8月20日每天（節(jié)假日除外）8:30時(shí)~16:30時(shí)（北京時(shí)間）在下列地點(diǎn)購(gòu)買(mǎi)招標(biāo)文件，本招標(biāo)文件售價(jià)為1,000.00元人民幣或180.00美元，售后不退（郵購(gòu)須另加100.00元人民幣或50.00美元）。未在中化國(guó)際招標(biāo)有限責(zé)任公司登記購(gòu)買(mǎi)本招標(biāo)文件的投標(biāo)人，其投標(biāo)將被拒收。

1. Entrusted by Qinghai Salt Lake Magnesium Industry Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international (competitive or invitation) from eligible bidders.

2. Name of Products/Equipment and Quantity and main technical specifications:

Screw Air Compressors 2 sets

Main technical specifications:

*4.1.3.2 Exhaust flow (m3/h): 2800～8400 (correction coefficient of local altitude has been considered. The performance of the Seller’s compressor must meet the requirements for the parameter under meteorological conditions of Qarhan Region of Qinghai Province.)

*4.1.3.3 Exhaust pressure MPa (G): 0.85 (The performance of the Seller’s compressor must meet the requirements for the parameter under meteorological conditions of Qarhan Region of Qinghai Province.)

*4.1.3.5 Exhaust oil content: 100% oil free

*4.1.3.6 Flow adjusting range (%):30-100%

*5.1.1.23 Water-cooled cooler shall be shell-and-tube type. Tube bundle and tube plate shall be of high-quality R249 anticorrosive stainless steel, and free of corrosion. Starlike aluminum fin shall be subject to anodization.

*3. Qualification and Achievement requirements for the bidder:

(1) Bidder must be the manufacture or the sales company which belongs to the same parent company with the manufacturer(The sales company should provide the letter of authority from manufacturer, the signature by the manufacturer and the sales company is needed);

(2) The bidder shall be a company with a registered capital no lower than USD 1.5 million or equivalent in other currency, and capable to provide the printed version of business license and (For trader, qualification certificates of both manufacture and trader should be provided. All copies to be signed or sealed by the representative of bidder; if the bidder’s capital is registered in any other foreign currency instead of USD, this capital shall be converted into USD for evaluation at the exchange rate (Selling price) which is initially published by Bank of China at the Bid Opening Day);

(3) The bid product shall have operated for at least 36 months in China or abroad, and the quantity of equipment very similar to the proposed one and already in service shall be at least 10 sets. A list of reference performance and users for the equipment should be given in the Bid indicating the users names, contact details (for users from China), purchasing date ,model of the equipments and any other supporting documents which prove the sales and running results (include but not limited to the signed or sealed contracts, running performance issued by the end-user and performance test etc., the supporting documents will not be inacceptable if without signature or seals.);

(4) The Bidder shall have good bank credit standing, and shall provide a Certificate of Credit Standing from the bank where its basic account opened, issued within three months prior to the date of bid opening in original or its copy(For trader, bank reference letters of both manufacture and trader should be provided). And domestic bidder(except Hong Kong, Macao and Taiwan) is also required to provide the copy of Bank Basic Account Opening Permit issued by the Business Administration Department of the People’s Bank of China (the signature or sealing by the respective of bidders is needed);

(5) The manufacturer of the bid product should have a complete quality control system ;The manufacturer should provide the copy of ISO9001 Quality Control Certificate or other equivalent certificate (the signature or sealing by the respective of bidders is needed);

(6) Bidder should provide the quality assurance and after-sales service commitment issued by the manufacturer according to the format and content of the Bidding Documents.

(7) CCC Certificate (if needed).

4. Interested manufacturers or traders may obtain further information and refer to Bidding Documents from SINOCHEM International Tendering Co., Ltd.

5. Interested manufacturers or traders may purchase Bidding Documents at the place hereafter from July, 30th, 2012 till August, 20th, 2012during the period 08:30~16:30 (Beijing time) upon non-refundable payment of RMB 1,000.00 or USD 180.00 for each complete set of bidding documents (For mail, an additional RMB 100.00 or USD50.00 for each set is requested.) Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.
